Shrink a JPG or PNG under the size a form will accept.
A form rejected your photo for being too big? Pick a target and the file is re-encoded to fit. A JPG that looks already compressed can still go smaller.

Yes. Re-encoding at a lower quality, and if needed a smaller size, brings the file down while keeping text readable.
Will it hit the exact size?
It aims just under the target, not an exact number. Set 500KB and you might get 480KB.
